Strange question about foot pegs....

Strange question about foot pegs....
Hello All,
I am a novice rider and purchased a used, low mileage bike at an estate auction, a 1980 Honda CM400A with 1,200 miles on it. I have been making repairs and riding it as often as I can, and am loving it.
My question is this... The right foot peg mount has a strange piece of metal/wire that loops over the top of the foot peg. I attached a picture I found on ebay of the peg mount showing the metal loop on the right side.
So, what is that wire there fore? It just seems to get in the way of my feet. I would assume it is there for safety reasons, but I just don't know what or why. Is it safe to remove the wire?

Looks like it might be a stop so the peg doesn’t fold up too far?

I can see why someone would think that, but the metal wire seems to stick out and cover half the foot peg forcing you to put your foot on the metal wire or outside of it and leave your foot only half way on the peg. Surly there is an easier way make it so the pegs don't fold up on you. By the way the left side foot peg does not have this.
So what gives, does anyone know it's real purpose?
Is it safe to grind it off?

Joys of an older bike. Grind away. Lol. Just make sure there’s no spinning or hot parts on the other side.

Forward is on the left side of the page and therefore the right front peg is also on the left side of the page... Looks like part #8 and yes the piece of metal / wire is still there in the picture.

So then part 6 should be long enough to hold the cover and support your foot. You could
easily make a new piece from a piece of bar stock....

I can only guess: maybe it's there to keep the inside of your right foot from being in contact with that protrusion on the right side engine casing? If that's true, it kind of looks like an engineering afterthought by Honda.
