I found a web site on common issues you may need to know about when traveling from state to state. See http://www.law4hogs.com/law.html

Covers issues such as Helmet laws, eye protection, handlebar height, turn signals, headphones etc...

i guess if you wanted a bike that was legal in every state, then that link would be helpful... besides, the site seems a bit dated and none of the state links work...

some of the laws don't carry from state to state... for example, in my state, turn signals are not required. i can legally ride in states where turn signals are required. same with handlebar height. there's no restriction where i live. i can ride in states where there is a restriction and my handlebars are higher than local state permits. that doesn't mean the local law enforcement won't try to hassle me... but since my bike is registered in a state where there are no restrictions, i can legally ride in other states.

a better site to find your state laws is the ama web site...
