I think you just proved the point. Yes, they do see you and that's the purpose of running with high beams. What they do with the information after that is an entirely different subject. First and foremost, I want to be SEEN.
Their eyes see you, they brain doesn't get the information. You will still hear the "I didn't see you" excuse despite the fact your headlight, highbeam or not, is obvious.
Eye contact with drivers doesn't mean a bloody thing: their eyes see you, their brain disregards the information and they pull out in front of you. Same problem: eyes see, brain disregards.
Using your highbeam
may get you into the "eyes see" part but they
will not get you past the "brain disregards" part. Hence the "I didn't see you" excuse.
