What it would seem happened is that those "pepper flakes" in the tin you bought were some sort of contaminant that should NOT have been in the NevrDull in the first place.

I grew up using NevrDull, and I don't remember there being anything but the slightly oily cottony stuff in the can.

I just checked my can of Neverdull, and it has the black "pepper flakes." Appears to be part of the wadding material itself, almost like recycled cotton.
